About Haiphong
Haiphong or Hai Phong is the third-largest city in Vietnam, with an area of 3,194.72 km2 (1,233.49 mi2). It includes Bạch Long Vĩ and Cát Bà islands in the Gulf of Tonkin.
Haiphong is mostly significant as the largest city at the delta of the Red River, which is northern Vietnam's main river and the first major river delta from the Chinese border, historically a source of military conflict and also the center of the largest major flat (i.e. agriculturally suitable) region in the country, and therefore a population center of political importance. Its use as a port region is ancient, including opium trading from upriver warlords in Yunnan (China) and general shipping from the French colonial period up to the present.

Stay safe
Haiphong is known in Vietnam for gang activity. Maybe less well known but also historically central to transnational organized crime, particularly the French networks through most of the 20th century that supplied the American mafia. At the turn of the millennium there were numbers published, a known resident addict population of 10,000. Later studies on injectable drug use behavior give a figure of 4,000. Haiphong municipal authorities have promoted the project of a drug-free Haiphong with multi-year targets, but the gangs are unmanaged and deterrents are weak with many old and corrupt officials still present in critical positions. Taxis in some districts are unreliable at best.
